CALL FOR APPLICATIONS
Part 2) Waste mangement installations.
For entrepreneurs in the fourth quarter of 2023, the call for applications for co-financing under the NFEPWM program "Rational waste management. Part 2) Waste management installations” for the following types of projects:
1) adapting the existing mechanical and biological waste treatment installations with the status of a municipal installation to process selectively collected municipal waste;
2) construction of new, extension or modernization of existing installations:
a) recovery, including recycling of selectively collected municipal waste, including bio-waste,
b) recovery, including recycling of non-municipal waste, including waste produced from municipal waste,
c) disposal hazardous waste (including medical waste) through their thermal transformation,
d) installations for the disposal of medical or veterinary waste through their thermal transformatione) aimed at reducing the amount of non-municipal waste generated, along with the accompanying infrastructure for selective waste collection;
3) extension or modernization existing end-of-life vehicle disassembly stations.
4) extension or modernization of the biological part of the existing mechanical-biological waste treatment installations with the status of a municipal installation (without increasing the processing capacity of the mechanical part in the processing of mixed municipal waste).
The cost eligibility period lasts from 01/01/2014 to 31.12.2030.
The forms of co-financing are: subsidy and loan.
Co-financing in the form of subsidies:
a) up to 50% of eligible costs, not more than PLN 50 million, with the proviso that the subsidy amount may not exceed the amount of the loan granted by the National Fund for Environmental Protection and Water Management, for the same project for projects consisting in:
- construction of a new or extension of an existing installation for the disposal of hazardous waste (including medical waste) by thermal transformation thereof. If fuels or waste other than hazardous waste are processed in the installation which is the subject of the application, the co-financing intensity is reduced in proportion to the share of the mass of hazardous waste in the total mass of thermally processed waste and fuels,
- construction of a new or extension of the existing installation for the disposal of medical or veterinary waste through their thermal transformation. If fuels or waste other than medical or veterinary waste will be processed in the installation covered by the application, the co-financing intensity is reduced in proportion to the share of medical and veterinary waste in the total weight of thermally processed waste and fuels,
b) up to 30% of eligible costs, not more than 30 PLN million, with the proviso that the subsidy amount may not exceed 50% of the loan granted by the National Fund for Environmental Protection and Water Management for the same project for projects consisting in:
construction, extension, modernization of:
i. installations for the fermentation or composting of selectively collected municipal bio-waste. If waste other than selectively collected municipal bio-waste or municipal sewage sludge is processed in the installation subject to the application, the co-financing intensity is reduced in proportion to the share of the total mass of separately collected municipal bio-waste and municipal sewage sludge in the total mass of processed waste,
ii. installations for the recycling of plastic waste, used tires or composite packaging. If waste other than plastic waste, waste tires or waste from composite packaging is recycled in the installation covered by the application, the intensity of the co-financing is reduced in proportion to the share of plastic waste, used tires and waste from composite packaging in the total mass of processed waste
iii. installations for the recycling of construction waste, adapting the existing mechanical and biological waste treatment installations to the processing of selectively collected waste by extending or modernizing them.
Co-financing in the form of a loan up to 100% of eligible costs.
Interest rate:
The loan may be partially redeemed, however, a loan granted on market terms or a loan for a project for which a grant from the National Fund for Environmental Protection and Water Management was also granted is not subject to redemption.
